Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: optimistic declarations are delivered from different nations. Considerable effort is devoted on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a ability enabled by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on Western support – a need that regional partners are evidently unprepared to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.
Strategic Calculations
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
